[Here] is the tutorial I deducted the following from.
1. Download and install uxtheme
2. Download the zip file of that Yosemite theme you linked (right side of the page if you've never downloaded from dA before), and place the folder "yosemite" and file "yosemite.theme" (found inside inside the "theme" folder of that archive) in C:\Windows\Resources\Themes
3. And then the theme should show up in Personalization. Ta da, Mac theme!
(I have yet to personally use a theme in Windows 8.1 so hopefully that works. I was theme crazy with Vista but I got 8 when it was new, so there wasn't a way to use themes yet and I didn't really care about them at the time.)
