Free Time is basically in the base game already, Sims can have a variety of Hobbies, that increase their skill.
There are heaps or hobby objects, and gardening, cooking etc. already have a huge amount of depth to them.
I wouldn't really call the base game cooking skill a hobby. Also, what heaps of hobby objects do we have? Easels, a woodworking table and some instruments, that I can think of. Those are great, but more would be welcome. I like these ideas a lot, especially a community centre with interactive classes and competitions, game nights, theatre, baking, dancing and interior design. A hobbies EP isn't at the top of my list, but whether they make one down the line, or release a game pack, I'd definitely like to see more for our sims to do, and I'd like those things to be interactive, a playable community centre as opposed to a rabbit hole. I'm also interested in diversity; it's nice to be able to play instruments and garden, but it would be great to expand on what those hobbies offer, as well as introducing new pastimes.
I have created my own community lot with most of that in it. There is an art room, music room, a table top games room, quiet study room, etc. Outside is an observatory and microscope. Also threw in a pool as well
I set the lot type to park, though I have changed it on the fly to fulfil a whim.
If you have controllable sims on a lot like this, you can use adults to help with homework, mentor sims to help sims learn certain skills faster.
Out of your top list, I would love to see theatre, but apart from socialising, eating, etc. The sims currently don't do group activities well, so I would like to see more work there.
Imagine two Sims, one on violin and another on piano playing together in harmony. Even dancing together properly would be a start.

What I mean is, when your Sim completes the Cooking Skill, they can become a Gourmet Chef as more of a hobby.

Easels, Woodworking Table, Instruments, Potion table, Microscope, Telescope, Rockets, Planter Boxes to create your own variety of Plants, Cupcake Machine for those who like baking and that's just off the top of my head. I know theres a few more things as well.
Free Time basically meant that things our Sims did regularly became hobbies, it didn't really add a huge amount of content in terms of more hobbies. I think a Free Time, mixed with Generations EP is more what we need ^^

I would love the idea of crafty hobbies like sewing & knitting. It would be neat to have businesses where an owner could not only sell manufactured clothing (like what will come with GTW), but to have a dressmaker's shop where the apparel sold is sim made. That would be really cool. A baking skill where you start out making simple cupcakes or pies, and progress to intricate wedding cakes would be awesome.
