Once you downloaded a mod or custom content, put it in the mods folder, make sure the Resource file is there, also make sure you have scripted mods enabled, in the options settings, you can put package files inside ONE folder, if you put it inside of more then one, a folder with the package file inside another a folder inside the mods folder, it won't work.
And make sure you unzip the .rar file to a .package file first or it won't work.

Download winrar or 7zip or something similar, I find winrar to be more easy but it's your call, then right click with the mouse and unzip the folder, just extract the content to where you want.
May I ask you how do you have a pic with a sim using cc and you don't know how to do this?
Done it but how do i use the custom eyelashes, it comes up on the screen at the start and i pressed teh tick but when i went to dress her its not there?

You might have to use them in cas in the beginning, not just picking an outfit
