Mod just got updated. Sorry. There was a bug and it was a pretty nasty one. The game was resetting decay rate values for motives whenever you traveled or planned outfits. The new version has corrected this. I also trimmed it down a little for extra efficiency. If you downloaded the mod prior to the time I made this post, please discard the old version and use the new one. I've tested it much more extensively just to be absolutely sure it doesn't hiccup. It's stable and solid, finally (*wipes sweat from forehead*). Those using the relationship decay mod should do the same, since it experienced the same issue.

The mods in question were not overriding this, since they only worked when you first load the game (assuming that sim and household data wasn't reset at any point in the game). OK. Downloaded it a third time. Thank you for fine-tuning.
@twistedmexican rode to the rescue and found the cheat to spawn those missing library bookshelves.

Type in objects.gsi_create_obj 0x0000f52e
The library shelves wil spawn close to the middle of the lot, I tried it and was so happy to see them. I could finally complete my library since EA neglected to enable this item in the game.
Edit: I don't know if you are tracking the cheat codes as well but I consider them pretty important....so here you go.
Some of these aren't bugs or glitches such as bills, relationships, breaks, body changes, and stingers. They are features that some people prefer to play with and some prefer not to.
