Go into edit town, look in community lots. You will find them there. You may need to convert some residential lots of the right size to community lots and make them 'visitors allowed'. Then just place the community lots there. HTH
Is it correct to assume you've already downloaded SimguruSmitty's festival lots for each of those worlds and installed them?
Typically the festival lot replaces the big park in the town/world.
Simply load up Aurora Skies for example; go into edit town mode. Notice there are two parks parallel to one another IIRC. Doesn't matter which one, pick one and delete it. Now you're left with an empty lot. Change the lot type to "festival grounds" and plop the downloaded festival in the slot.
You've successfully placed the festival lot in AS.
Rinse and repeat the same steps to place the festival lot in Dragon Valley.
