I really enjoy the World Adventures EP, but after you've completed the same quests over and over and over again, it gets a little old.
pets is fun. late night is boring unless you want celebrities in your game.
Really, though, you should wait for Uni. It's going to kick all kinds of butt.
But you know if you really like pets then get that, and if you want quests and stuff get WA...no one can really give you much advise as only you know your own gameplay style! WA tends to be glitchy though just so you know and my sims can't even go to the vacation worlds anymore it's totally broken in my game, no idea what happened.

Pets- Adds a little bit more of a family aspect, especially if you grew up with/have always had pets. The horses are fun, and the puppies are ADORABLE. I really love pets. If anything it's for the town. But do make sure that your graphics card is up to date. And if you go to the pets forum, there should be a sticky thread about which cards work the best, and which have the "no fluff" issue. But I have the no fluff issue, and it really doesn't bother me. They just don't have defined hairs.
World Adventures- This would be good if you get your sims out of the house a lot. The towns are beautifully made and the adventures are pretty fun. But once you unlock all of a tomb, it doesn't reset for that save file Which sucks, but it's not too horrible. I'd just designate one or two sims as your main adventurers.
Late Night- Bridgeport is a fun town if you like playing single sims. There isn't much room for large families though. The celebrity system can get annoying, but with Supernatural you can make it so that sims who don't start as celebrities, don't become celebrities. I love the instruments. Having a band is pretty fun, but you can't have a singer join. Which sucks. I was really hoping they would have blended those two features together when Showtime was released.
So all in all:
Pets- families.
World Adventure- exploring.
Late Night- single sims or musicians.
And with the stuff packs, if you want to pick one up, go ahead. I'd do something like EP SP EP SP and so on.
Out of these I would choose World Adventures. My second favorite TS3 expansion.
