Will it be possible to turn this hidden district into a playable world.

Yes making the hidden worlds available as templates is on my todo list.
As for the people asking about terrain and lots placement, yes, it's coming and is considered part of the CAW mod, it will just be that last thing I focus on as the in game portion is more important for now. I can promise such things because I've already achieved them manually, but now I need to translate that into a reliable user friendly program that anyone can use. That will take time.
