I think we all know by now that the Sims caters to a wider audience than simply children. So they can woohoo but not get drunk or tipsy ? They have drinks but they have no effect ?

This would be epic.
The odd thing is in Sims Medieval you couldn't have a drunkard and it was called getting drunk, so I'm not sure why they don't do it here.

I think it is implied because bars in real life don't usually serve exotic juices. The drinks have similar names to real life alcoholic drinks you can find at a bar.
Also, the rating point is valid but still, alcohol is a common thing in real life, kids are exposed to it in many different ways specially teens even if its illegal for them to drink it. Point is, if they made it so that only adult sims could get tipsy, I don't see the controversy. Alcohol isn't illegal / uncommon.

"Alcohol References" (Reference to and/or images of alcoholic beverages) are one of those things the ESRB considers when looking at a game... the more of those you have, the better your odds of a more mature rating. Calling them "juice" and "nectar" avoids all that. Pretty simple and relatively obvious, really.

In WoW you get drunk and various other mmos, even in Dragon Age and Mass Effect

You could drink a whole bottle of the best nectar in TS3 and not get drunk, but the moodlets were still great.
