I have no tombs or urns to complete skulls

Ive never had a sim die in any of my games, and so I never have had any urns. any other way to complete the skull thingie?

I guess what I'm asking is how do u unlock it after ur done?

You don't need any tombs/urns to complete this challenge! Call Jasmine, talk to her, and then people dressed in the Day of the Dead clothing will appear in the mornings/evenings. Someone on tumblr recommended keeping a camera on you and choosing, "take picture of," to see if anyone in the clothing are around... I stayed on my home lot and did that for a few days and completed the challenge! The real pain is convincing people to give you a skull; you tend to need a high relationship with them. Once you have 9 skulls in the case that Jasmine gives you, click "honor the dead" interaction on the case and you'll get the 10th one and be done... After that, you're done. I don't think there's anything else besides that.

Edit: The only time I used a tombstone was in the middle of the day to call for a person in the Day of the Dead to spawn... You don't need to do it; it's just a way to get someone to come by during the middle of the day/night.

As ernesdo explained, you don't need to have an urn/tombstone to complete the challenge .
Celebrators sometimes appear more at dawn and dusk.
Oasis Park is a good place to find celebrators.
Asking the same sim for the skull multiple times can help to receive the skull.
