If not, is it aged up teen sim who was A grade in school?
My Sim can still write jingles, an option he acquired post-Oct. 1 patch. He is currently at Level 9 guitar, Level 6 piano, and is at level 8 of the career track (Symphonic String Player). He started writing jingles at level 5 career track, Jingle Jammer. Typically he's inspired because he has that piano that gives off the inspired aura and the guitar is in the same room.
Hmmm...I have a sim that is part of the musical career and he leveled up with both the guitar and piano. I just got to part where he has to write jingles and made four of them so far, can play a lullaby and serenade someone. I don't know if there is a trick, but he is level 8 in guitar and level 4 in piano now. Maybe they need a higher level in one instrument or there is a bug/glitch or something blocking it? He wasn't an artist sim at first (actually more athletic).

Okay, try the same career branch with a sim who was C at school or create a new sim who starts as a young adult/adult/elder inside your household.
That should do the trick.
