Open nieghbourhoood theory

I was playing Sims 2: Apartment Life over the weekend. (I sometimes get real pangs for Sims 2. :roll:)
It occured to me that perhaps, the way apartments worked, they were some sort of test of the open neighbourhood?
Sims are able to move around the block, visit neighbours, use facilities on the lot. Realtionships got saved, neighbours went to work/school etc.
Obviously the open neighbourhood now allows total travel around the town, to work, to community lots etc. But I wonder if AL helped at all get the idea moving along?
You could view the rest of the town as your Sims neighbours.
