There was at least one lot that was not a hotel/campground and you would need to travel to it by taxi (you would have a loading screen). So, it was similar to TS2 but much more limited. :D

You shouldn't need to buy a pack to have a lifestage at this point. I would definitely buy a pack centered around this lifestage after it is introduced in a patch. We have elementary and high school, I think we should have middle school without a mod.
Yep. Unless it's the odd one off where I need them to not be their best (or I'm testing something). Otherwise, I strive for success. I usually play on long, so it's usually level 5. Then I take advantage of collecting points for whims and pick away at character values.
