  The first one is better and meets requirements. Has a better processor and video card than the second computer
  
  Processor should be AMD FX 8000 series or a ryzen 1400 and up if going for AMD

  It meets recommended requirements to play the whole game and should be able to play on ultra. we can only tell you if a computer meets requirements or not. We can not tell you how the hardware will react to game bugs and other game issues on EA's end that could interfere with game play settings
