I just installed game on new computer Windows 10. I was able to download and install store items but can't download CC to Launcher or if I download to hard drive, I can't install. When I try, it says Installation failed. Please make sure game has latest updates. My game is updated to 169.43. I also can't login on the Launcher. When I try to log
in, after I hit ok, the login will pop up again.
I reinstalled game and Origin, cleared IE history and cookies and restarted computer.
Any help is greatly appreciated.

1 - Where you say you cleared IE history and cookies, are you deselecting the option to retain cookies for Favorites? That step seems to help some with otherwise inaccessible logins. Others have found that changing their password seems to help.

2 - You are certain that this CC is intended for TS3 and is in sims3pack file format, rather than packages? And this is true of all sims3pack CC, not just some from a particular source?
3 - Reinstalling the game does not typically dump the user game folder in Documents. It could be the folder that is compromised if you haven't checked on this. Does pulling the entire TS3 user game folder out to the Desktop (or renaming it) thus causing a new one to spawn on the next startup help at all?

The point of the Clean Folder test is to work with a freshly spawned TS3 folder in Documents with no added content at all. You can put other things like your formerly used downloads and library files back in later if this gives you something you can work with.

The game folder going funny generally and not accepting new CC, that's difficult to say. Some players have this happen often, sometimes, some never (I've never had it happen myself).

The base game and EP/SP installs are within Program Files (x86). Those never change on their own unless the player has meddled with them on purpose or a patch has taken place. Meddling players of course there are plenty of, but I think it's safe to say we are pretty much done with patches here. These files don't go bad or anything, so reinstalling doesn't usually accomplish anything.
The user game folder in Documents is different and is meant to be where the player adds stuff, takes it away, and the entire folder is removable and swappable. This is more typically where problems can come from.
But if all we're talking about is failed logins, it's always okay to just try the IE clear cache/cookies step alone.
