Adding buffs to objects and making custom perks for clubs

I’m a storyteller so basically I’m wondering about adding buffs to custom created objects or any objects that I wish. I just made a book and I want to be able to add it some buffs for the ones who read it and make custom perks for my clubs. I looked up everywhere but couldn’t find anything or searched lt in the wrong places. Any advice would be appreciated, thank you. And it would be so good if someone could tell me something about making a brand new skill too.
