Booked vip rooms for 4 sims but only one room is offered in Sparkling Sands Resort.

Is that normal? I have 4 sims in my active household. 2 of them got married in resort. Groom's father sim got into VIP room first to sleep with his free will, then groom's brother lied down on just by his father on the same bed. The problem is that new married couple can't access to the 2nd vip room. All of them say I'm not able to access to here. So now my married couple is making love and sleeping in their personal tent outside. Is that normal? It's quite disappointed.

There's no option to choose the number of rooms. So I recognized two sims have to book the resort separately for getting 2 rooms.
