Graphics Help needed

Ok so I bought a Ps4 pro......then obviously I had to buy a 4k/UHD..whatever TV. Now we come to the pc part Ok...if I have HDR tuned on (TV settings)....the signal from the pc to the TV has video, but no sound, if I turn off HDR, I get sound and video...ok that's fine...obviously the card does not support HDR..??? Problem is there is a severe blur when panning within the game (oh and the game does support 4k resolution in its drop down menu (but only once I connect it to the 4k TV, prior to that the maximum resolution its showed was HD 1080 on older TV)

When I have the PS4 Pro on, I get no blur/judder when panning or moving

So I'm abit lost...is it the card, is there a setting I need to change the pc? When I connected the pc to the TV windows automatically changed the resolution to 4k and the dxdiag reports that resolution.....so am I missing something?

Oh I also Have a dell Pandora Gaming laptop, its the 4k touch screen model, it only has a Nvidia 960M 4 gig dedicated card (obviously a weaker card....but the game runs fine on that.

So I'm kinda stumped with the issue on the desktop

    The game probably doesn't Support HDR. The card does.
    HDR is different to 4 K so dont get them both confused LOL, HDR (High-dynamic-range)
    You will have a horrible experience with 4k on a single GTX 980 card on any demanding games (ts4 maybe ok.) And imo a 4K tv will always look better on console then on pc.
