This is the way windows 10 works, no driver safe mode. So if you see a error message display driver failed to respond you need to click on the ATI or NVidia control panel in the taskpane, and update drivers. Failure to do so will cause the taskbar and edge to lockup. Some times the screen will lockup to with some games. This is not the fault of the computer or a bad driver this is how windows 10 loads drivers now. It either works completely or windows will unload it. To fix the taskbar you don't need to restart computer just log out. This problem occurs on NVidia ATI and some AMD cards. This has mostly to do with the dedicated cards no matter if it is desktop or laptop.
