I'm starting my game over from scratch and want to know what world is best to play in? I have all of the expansion packs. Is there a world that has everything (or almost everything) from the expansion packs combined in it?
I only put stuff in my sims need. Why have a manege or a film studio when you don't play a jockey or a film director
If you want to put everything in you could bulldoze some houses.
My favourite worlds are Hidden Springs, Monte Vista and Dragon Valley.
And from the basegame/EP Riverview and Appaloosa Plains.
The two store worlds that I've found easy to rebuild without too much hassle are Roaring Heights and Lucky Palms. Lucky Palms has a slight edge because it's got so much wide open space and a lot of empty lots. But Roaring Heights has a lot of pre-made lots that can easily be upgraded to showtime or late night lots, and there are also a few "extra" other lots that you can get rid of. I think there are multiple gyms and pools and maybe a few other things. So you can consolidate those to make space for other things. I was actually pleasantly surprised with how easy it was to turn Roaring Heights into a more inclusive world. Lucky Palms is zero hassle though, and can be quite a nice world. The one down side is that the EA buildings for that world are less interesting - so I'm more inclined to replace everything. Some people also don't like the desert aesthetic, I find it can be quite beautiful. That being said, I still prefer Roaring Heights.
To me knowledge, all the worlds -- whether EP or Store -- are meant to work for Simmers who may only have just the base game. (Obviously the EP world will come with stuff from that EP.) I have only found that Simmer made custom worlds are very inclusive of multiple or all EPs. One reason I love Riverview, though, is because it's quite open and there's some room for expansion.
Gibsons will work for that and Glenvale County is another great choice though I didn't make that one.I did make Gibsons and it works very well though Glenvale County was Rflong7's work and it's working very well for one of my legacies.Both can handle a lot because they both have tons of room to add new things.
I like Moonlight Hollow because of the lot sizes, Aurora Skies because it reminds me of home, Sunlit Tides because it's the most beautiful world to me... I could go on finding good reasons for all the worlds! But I agree with @Shadoza2, the best world for me is the world I've created myself. It's absolutely huge, plays smoothly even though it has about everything the store has to offer in it. I'm a darn perfectionnist so I'm still doing some minor readjustements...

I've played in a lot of the worlds. I love Appaloosa Plains for the weather effects and large lots. BUT.. IMO the BEST "all around world", no matter what/how you wish to play is............... Roaring Heights! I love Sunset Valley, too. Haven't played that world in years, but ... it's worth checking out as well. Good Luck!! :)
For an all inclusive combination world, your best bet is to look on the Exchange and find some. I like Ann Arbor, Setra, Storybrook County, Beach City, Evansdale County, Sunset Valley (Seasons 2nd Edition), Legacy Island 2 or 3. I think my favorite is Los Anegios. This is just a few off the top of my head. Here are some links to help you decide. Hope this helps.
