Well, he didn't actually say 'as an actor or actress.' He just said fame. And from what we know so far, there are many different ways to gain fame, so it wouldn't be tied to the world in any way.
I reckon it's a bit like vampires: Yes, there is a new vampire world, but you don't need to be there to turn to a vampire and vampires do also walk around in the other worlds.
As every sim will get a reputation with this pack (officially confirmed) it'll be your choice what to do with it. Do you want to get more positive reputation until you are famous or would you like to be some kind of Al Capone and get lots of negative reputation? And if none of this, you just keep your neutral reputation.
Each Sim who lives in Del Sol Valley has a Public Image, which is a combination of Reputation and Celebrity Level.
I really hope this isn't the case because no world in sims 4 is big enough to hold all the celebs who will end up in my game.
I think they're talking about the Del Sol Valley premades. I hope there'll be cheats to add fame/reputation to existing Sims -- I really want to give Eliza Pancakes and Nancy Landgraab slightly shady reps, and Bella Goth has to have some fame because...well, because she's Bella Goth, duh.
I'm currently remaking Oasis Springs to be sort of a Palm Springs inspired world -- some Eichlers for the middle class, and high priced houses for the celebs who might want to get out of Del Sol Valley. Two vineyards which I found on the Gallery. Downtown OS has a nightclub, a bowling alley, an arts center and a burger joint. Once I see the lot sizes for DSV I'll think about a spa and a karaoke bar for the new world.
