I Need to Buy 59 Packs Or Risk Corrupting My Save?

I went back to another one of my Save As saves to recover the lost Charity Event trophy just won. While I was attempting to do a recover save, I got a list of all the packs required to play this save. All of the possible times to pick from had Get To Work listed as needed. I checked the EA App to make certain all 65 of my packs were installed, or at least owned by me. I should be good to go. So, what on earth happened from the moments before when things were going just fine? Is this a new bug? I swear this game doesn't like my Sim.
