I had the same issue. This worked for me: Close the game by returning to the Main Menu and saving. Re-open the saved game and go directly to the household lot. If all members of the household are stuck on the bugged community lot select "Travel Here" on the household lot from the map and the select your sims from the menu.
I always assumed that the family description alluded to Jacques' wife being murdered by him. His traits include Insane and Dastardly, so it appears that he is capable of committing a heinous crime. I guess its up to the player to decide.

Right, but the problem is that I don't have the option (it doesn't show up when I click the rocket) to even do the wormhole upgrade. Or does it not appear until all the upgrades are done?
Yes, it is installed, and the family has about 100,000 simoleons. I'll finish the upgrades and see if that works, but I read somewhere that the upgrades weren't required.
I have a sim at level 10 of the Rocket Science skill and there is no option to add the Wormhole Generator to his spaceship. Am I overlooking something?

I've been running the game on Windows 10 since updating in August without any problems, however I do have all of the latest game patches and EPs, SPs, and GPs, so that could be contributing to the problem. I have checked my Nvidia drivers and they are up to date. Maybe it's time for a new machine. :/

I just checked the link Screech and it seems to be about a different problem related to basements affecting terrain. Not sure that this is the same issue.
Yes, it's been tested with multiple families, none of them were the sim who unlocked the lot. That sim passed away a few generations ago. I will check an old save file, but it sounds like this is an ongoing issue.
