What I am saying is that the cheat removes the cap of 6 units per lot and that it doesn't change the cap to 99. It just removed the cap of 6. Cheat enable, no cap, build as many as you like, no limit (but see below). However, there is a cap of 99 units per save, irrespective of the cheat.

I don't think all 48 sims would be automatically rendered. The current assumption seems to be that the unplayed households will be hidden unless on the communal area.
