This was issue a few years ago that I had (Shadow Movement Not Fluid) and many others did too.
Fixing the issue: changing your graphics "lighting" setting to 'medium' has fixed the issue. The outdoor shadows (from trees, buildings, etc.) moves much more fluid. Give it a try.
