So now that we all know terrain tools in fact are possible in The Sims 4. I want to bring up some other possible improvements to the base game, that I think would bring it more up to par with past iterations.
- Baby Overhaul (Release the poor infants from their bassinet prison and let them have play mats, sink baths, changing tables, rocking chairs, etc.)
- Shorter Teens /Youthful Faces (Make Teen look different from their adult forms) As of now that's a bit hard to differentiate. All we know is that they're labeled as Teen and look a bit thinner.
- CAW(Create a World) built in, just like ts2
- Cars(Something like ts2)
We have solid 3 years left of ts4, so maybe 1 or 2 of these a year.

I also would love to build my own apts and PH in any neighborhood with an lot creator.
I'm not too fussed about babies, but that's maybe because they don't actually do anything. I often just age them up quickly as they're more interesting when they're toddlers.
Height of Sims would be really useful and realistic. One thing I've noticed about the size of the Sims is the clothing. I was making a rather rotund gentleman the other day and when I put him in a pair of trousers with a belt, the belt buckle stretched around his tummy. This is really unrealistic, because obviously the belt should be bigger to accommodate his size, but the buckle shouldn't stretch! I think this needs changing, as some of the clothing just doesn't fit properly.
Cars would be a great one, no more Sims just disappearing. And how annoying is it when you go to a community lot and choose to return home and your Sim starts to walk (or run) all the way to the edge of the lot before going home. I sometimes lose them, and I'm waiting for the screen to change, I go and find them and they're just running along a road. I just choose travel now from their phone, because it's far quicker.
To play my game the way I want in regards to teens, I downloaded height sliders. I remade my 1st generation as teens and adjusted their heights to my liking.
I also added acne and some facial overlays to make them look more youthful. As for the baby issue, I think what I'm going to do until then is use toddler height presets. With those, they can be the size of an infant practically.

We're not going to get shorter teens most likely -- it would require reworking of all the content in CAS. (Think gender patch x100.) Possibly they could do something with the faces; if you look closely teen faces do look slightly rounder, more youthful.

@SimGuruGrant has said that they ran out of time to do proper babies. It might be tricky to do proper babies since players probably have babies in their current saves, but perhaps there could be a way. A lot of people said it was impossible to add toddlers as well. I'm okay with the object babies for now in Sims 4, but if there is a Sims 5 I hope they get the time to do it right.

I'd also love a relationship/socialising overhaul update. Something to make socializing in TS4 more interesting and keeping up with friend sims. Right now every sim feels the same and a lot of the interactions feel really repetitive. I wish there was something more to them. Making gossip like in previous games where sims would share known information about a sim they knew to another (if they were rich, if they were cheating, if they were slobs etc). Adding turn ons and turn offs or interests or even favourties.
A trait update to further expand current BG traits, especially emotion based ones. Adding more unique idle animations, connecting traits to an interest system, reviewing which interactions make or not sense for a sim with that trait to be able to perform etc.
They ran out of time? Sad.
Out of time? It's been years since launch.
That's just an excuse.
