It would be best to post the specifications of your computer that you plan to run the game and all the packs that have been released so far on, and simmers will offer advice as to how they think that your computer will be able to handle the game.
@phoebebebe13 and @chesterbigbird will be able to advise you as to the best system specs to run the game the most beneficially when they come onto the forums.
According to EA's "System Requirements" page, you can go to the origin store and view the requirements for a given expansion pack. Since you're looking to get a machine that can play Sims 4 and all the expansions, personally I'd check on the specs for the latest expansion pack, since they will base it on that expansion and the others before it.
You can also tell the geeks who will build your machine what you want to play on it and either they'll know already or will know where to look.
You will find that the cha-ching will be in the GPU. The quality and strength of the graphics card is the life blood of any gaming experience. And even though Sims is simple when compared to what they have out there in gamer land , it does chew up processing and GPU power. But I don't think you'll need a full-on Gamer rig for Sims 4, although having them build you one is not a bad idea, depending on your budget limits, of course. You never know what you'll want to play next, or alongside Sims 4, so no need to go through the expense of a custom build twice.
