Do I Need MOO to Place Fishing Sign to Add Fish to Pool? Moo Questions.

Can I add fish to a 2nd floor pool without using MOO? I have the hidden objects in place and can see /access the fishing sign, but it won't place. Is there a placement method I'm not seeing that does not use MOO? It looks, from what I am reading, like I have to place the sign on the wall of the pool to spawn the fish.

Also, if I were to use MOO to place the fishing sigh, would people need MOO activated to download it properly from the gallery and have the fish in the water? Plus once activating it is it permanently activated on my game or does the activation go away after exiting the builder? Also, I read a post that said that the warning to activate MOO before placing a build (ie - one you used MOO in to create then uploaded to the gallery) is no longer needed? Is this so?

Update... Okay, I did it. I guess this won't work unless someone wants fish jumping in their seafood restaurant. IN the restaurant. Hahaha... had to take a screencast of this one. I wanted the fish to appear in the pool surrounding the restaurant walls... not inside the restaurant! ;)

    Okay... I didn't find a way to add the fish into the pool (surrounds walls and is narrow) without a mod, but I ended up making a couple of ponds in the backyard with fish... messing with MOO a bit in the process.

    I feel like I drank the Kool-aid. I couldn't help myself... just had to adjust a few other clunky fittings... It was like a new box of crayons... ;) It was actually quite awesome!
