They are there mainly for decoration/animation now. It's more realistic that sims can climb out without them, and sit on the edge to eat/socialise etc.
If you want to drown them, fence in the pool once they are in it.

It is, but it's unrealistic that they couldn't climb out WITHOUT one. That was my point.
Growing up my local pool had ladders at the deep and shallow ends. The entrance to the changing rooms was in the middle, no ladder there. Easiest to climb out without the ladder in the middle, than go to the end and potentially have to queue at the ladder.

I tried to find the asnwer to the question by the way (were they able to use a ladder before) and found this article.
Vaughan said that player reaction to a Sims game without pools was so intense that developers knew they had to rectify the situation as soon as possible. This time around, however, Sims have the ability to sit on the side of pools and climb out without use of a ladder, eliminating the fan-favorite way of knocking them off.
Sitting on the side is new (and great, I think the way sims in and out of the pool can interact with each other has improved anyway), but climbing out 'this time around'?

Not useless in the sense they can also use that if they want to But if you want to drown a sim in 3 (guilty as charged...) you'll indeed have to build a wall around it

When pools first came to Sims 4 they worked. It was just decoration. I don't even won't them placed. My sims would get in and out of the pool using them; I loved it. Now it's like taking candy from a baby because I was use to using them. I just recently noticed they stop working, but I don't know how long they haven't been working. It was so wonderful using the ladders; great interaction. Please fix this back they way it was. Thank you,

Hello, No, this hasn't been the case. When pools were first added to sims 4 they use to work. My sim would get in and out of pool using the ladder. It was wonderful to watch them climb in and out of the pool using the ladder; great interaction. I don't know why they stop working or when as I just noticed it. I dislike they way they get out of the pull now and the fact that they just jump in the pool. It's like they took candy from a baby. For those who never saw how this feature worked, you just don't know what your missing. Please bring this back to the game EA if your reading. It's the little things that make the game. Thanks,

My Sims still use the ladder if it's in the path, same as they always have in Sims 4. Overall I find their current behavior, esp for getting in pretty real to life. It certainly would be odd to see people queuing to use the ladder in either direction.
Better still, I would love to see a variety of steps that are placed inside of the pool. I've grown up having home pools (in ground) and my second house we had a pool. I place the ladder in the pool, but those ladders are more like community pools/gymnasium pools. Home pools have the cement steps in the shallow end, generally. I like those better. But, I very rarely used them to get out of the pool. As a kid, I crawled out from wherever I was in the pool, like our Sims do, now.

Actually some sims use the ladder in my game and some sims don't. So it is not broken - but the AI is programmed to let the sims decide. It has never changed in my game since the game pools came out. I had some sims not using the ladder from day one, yet others that always use it. I do know all my really fit sims never use a ladder.
Sims 3 was the same way.

EA made the Sims able to climb out of the pool by hauling themselves out using the sides, in Sims3.
