Store content won't install.
A few items installed like like lots and exchange items but nothing else.

I originally found the one that only mentioned the dccache and clicking the turn off custom content then closing launcher then reopening then click the custom content button in the install downloads, closing out then copy and pasting dccache putting in desktop, then redownloading content, checking to see if dccache made anything then copy and pasting rewriting what was in the dccache folder from the desktop copy.
This didn't work.
I will attempt a third attempt with below and report back if it actually fixes issue:

Close your game and launcher
Go to documents\electronicarts\thesims3 and move the folder DCCache to your desktop (this is ALL your custom content, so if you have 3rd party content as well, you might wanna just move the *.ebc files as well as the missingdeps.idx)
If you have any worlds installed go to the installedWorlds folder and delete all Store worlds from there.
Go to the DCBackup folder and delete everything in there. You don't really need the stuff in here except for the ccmerged file but since you're reinstalling everything, it will be recreated.
Open the launcher and start reinstalling all store stuff in groups. Don't install all in one go. Start with the worlds, then lots, then sets and single items last.
When you're done, backup the DCCache folder. If the same starts happening again, go back to that backup so you don't need to start over. Make a backup from time to time, especially after you've installed worlds and lots.
I have only installed few items like the Bohemian garden, fruits and nuts show up but not the lot. With Mill Set I got the tea table back but not sure if it included the lot that originally was with it or not.
Yeah I have done the whole reinstall, even got to point I got so fed up I created folder of just stuff I wanted to re-download.
For a while there if I tried to insert it in game I got error messages while if I redownloaded it showed or acted like it was installed but didn't.
Things are bit better now, fingers crossed.
So far what I have re-downloaded is working and staying but I haven't went back to store purchases redownloaded everything again.
I am afraid some how it will jinx few items I really want in the game to stop working.
A few items like the store venues would download but major things like the greenhouse set came with incomplete items that wouldn't appear.
It really sucked when everything including game worlds and favorite items like the tea table that my loner requires and every other thing I had played with regularly poofed and everything stopped working.
I even put it in folder for things I really wanted to download and i would go through EA suggestion or search where ever I could find answers about it in the forum via google every day I played trying to get it to work. First few weeks got weird error messages about the log, like how is that going to help me?
Eventually though shifted not sure what did it other my obsessive need to play sims 3, have a few of my favorite worlds, my super sleep pod, fruit and nuts and the tea set. I am not sure if Bohemian gardens is even installed I was just grateful that finally worked.
I spent a whole lot on the content and I haven't redownloaded it. I am still drained from 2 months I had battling with not being able to have the store content.
So I feel your pain, its one of more frustrating things about this game.
I remember a version of similar frustrations in sims 1 except EA "blamed" it on custom content and later on in The Sims Online with certain confusing glitches and bad policies that made the game less fun for me to play.
I am just glad for whatever reason I got some of it working again. I hope you can resolve it too soon.
