For some reason none of the flower harvestables will grow in my game. I've tried more than one saved game and nothing. I've given them plenty of time, 14 sim days, but they just won't grow! I can't even get my sims to open the flower seed packets. All of the other plant harvestables and packets are fine and working, just not any of the flowers. Does anyone know how to fix this?

Try repairing the base game, as well as repairing any other EP or Game packs that you own and see if that helps.
To repair the base game, right click the sims 4 picture in Origin and click repair. Then after that is finished, to repair the EPs and game packs, you need to click the sims 4 picture, then click the little "i" button that is next to the play button, and that will take you to a screen that shows the Eps/game packs that you own. Right click each of them and click repair.
Also, deleting the localthumbcache.package that is in your Documents-Electronic Arts-Sims 4 folder may help.

Did you try repairing the game?
Also there may still be other mods/CC that you have that are causing the issues. Move your mods folder to the desktop, start the game and see if that helps the issue. If it does help, then put your CC back into the mods folder in batches and testing to see which cc is the cause of the problem.

If the problems wasn't caused by mods/cc, there may be a corrupt save file in your game, so test the files in your save folder one by one to see if they are causing the problem, as you are putting them into the new saves folder that has been generated.

Move your mods folder to your desktop and then start a new game to generate a new mods folder. Then add in some of the mods/cc at a time to the new mods folder that has been created, and keep testing by playing the game until you find which mods/cc are causing the problems.
If you have a lot of mods/cc try using the 50/50 method
