"Insane" trait glitch: nonstop outfit changing

I've had this glitch for a long time, but I'm finally posting about it because I really want to try an ISBI.
My Insane Sims all get stuck changing outfits repeatedly sometimes. They will take a few steps, change, take a few more steps, change... on and on until they reach their destination. Usually this happens when they start walking with the destination outside, when they would normally decide to use outerwear. In extreme cases it can take them half a day to go get the mail, for example.
It wasn't always that way. I do not remember when it started to happen, but it was before I ever tried CC or mods. Insane used to be my favorite trait, but now I can't use it.
Your help would be greatly appreciated.
