My nephew's eyes are like that! He gets a lot of random attention for it. There are mods for heterochromia... I downloaded some from the sims resource page by a creator named Praline. While Sims is a fun game, it'd be nothing without the tremendous number of mods I have installed, haha!
You can download an absurd amount of curtains and blinds if you search online for some good mod and object creators. My sims game is chalk full of player made furniture and decor.

It's a mixture of good CC (There are amazing creators that do photo-realistic hairstyles, eyes and skintones) and probably reshader as you can tweak a lot of visual details, change tones, sharpen edges, and get rid of that weird haziness that the sims 4 has.
