  Hello
  Try having your sims travel to another world. Then have them travel back to the the original world, and see if the ground then has snow.
  Edit : I removed what I had written earlier as I was thinking that the Season was Winter and not Autumn.

  I've seen this issue several times. It happens in all neighborhoods if it isn't winter.

  Can't really see it as a bug, since even certain worlds (like Oasis Springs) are designed never to keep snow on the ground, especially if it's not Winter. I don't believe any snow is meant to stay on the ground if it's not Winter, even if it's a blizzard.
