Garland on fences

How do I get rid of a valentine garland that is appearing on most all of the fences I try to place in game? It will not delete in build mode. Did I pick up a mod of some sort when I downloaded off the gallery?

Try clicking on the attic storage box and press the option to remove all decorations. Try testing to see if that works.
