Since The Sims 4 is downloaded and being played in Origin gameplay interface I wonder if The Sims 4 still consumes and eats up space in PC or laptop each time it is being played excluding screenshots / screen capture and video capture? Can I put The Sims 4 or install Origin in external hard drive and play it there?
Given that when you download and install the game, it physically installs itself onto the hard drive, it is consuming space. Just as when you save a game (or anything within it), it physically stores it onto the hard drive (in your My Documents directory). Unless something has changed with Origin, you're not saving the game to a cloud-based setup. It does take up physical space on your system.

The game and packs do take up physical space on the hard drive. The minimum and recommended system requirements that are suggested and released by EA lists the minimum hard drive space needed for the game and packs and other content.

It is not recommended to play the Sims 4 game or Origin from an external hard drive. There has sometimes been issues that have occurred when doing that. You can install the game though on another internal hard drive, instead of the C drive.

as rosemow sated you will have game issues playing on an external for PC. If you have Mac you would have to ask the Mac section. They have their own version of the game
If you have no hard drive space, are you trying to play this game on a low end computer ? Low end laptops and tablets come with no hard drive space and are set up to use cloud storage. If you have a laptop like this, it probably does not meet requirements to play the game. Not only does your hard drive space count, but also the amount of ram you have along with your video card and processor This game does require a gaming computer.
If you have a second internal hard drive with a larger capacity than the C drive and wish to install thr game on that instead, we can help you by giving you information how to do that.

D drive has not been used yet and there is huge space there so I can use that @rosemow !

It would be best to move /install the game on the D drive.. It would also be best to move your documents folder to the D drive also.
Make a new folder on the D drive where you want to install the game and name it.
To change where the sims 4 game is installed , go to Application settings in Origin , and the setting will be under "Installs and Saves " Browse through until you can find the new folder that you have created on the D drive. Set that folder as the place to install the game.

It could be for mobile games? The cloud is not for PC games or at least not the sims.

It's for PC games, too. It only uploads saves to the cloud, so they can be accessed on different computers. TS4 isn't supported at this time.
