Given that that site underestimates what the game needs in terms of hardware, it's a pretty sure thing that your computer is just too weak for the game. I would go ahead and return it. You can find the minimum game requirements listed here - https://help.ea.com/en-us/help/the-sims/the-sims-4/the-sims-4-system-requirements/ - but note that for a lot of people the game would run at minimum, base game only, when it launched two and a half years ago. Even just the base game is much bigger now and more demanding, and lots of people's minimum-requirement computers will not successfully play it for long.
