Great ideas -- but I think it might be too much for one EP. One issue I had with Sims 3 Supernatural is that it was real supernatural overkill, which would also be a problem with adding vampires, witches and werewolves in the same pack. Also I think preteens (if they're coming) would be more suited to a Generations-type EP, along with many of the teen activities you've mentioned.
Instead of fish and chip shops (I assume you may be from across The Pond in the UK?), we could have general fast food restaurants -- I'd like to be able to set a menu and serve pizza, hamburgers, or even Chinese food. Maybe three different types of restaurants -- "fast food" style for a quick bite or a casual date, more of a family style diner for families (one big disappointment I had with the restaurant feature from the Sims 3 Store is that it was limited to teens and up only; kids couldn't go out to dinner with their families), and a fancy restaurant where Sims actually change into their formal wear to dine. Additional food options from the professional bars would also be nice -- bar foods like mini pizzas, nachos or even fried mozzarella would be a nice addition to the chips and salsa currently offered, and would make the lounges and nightclubs more appealing for date destinations (as well as being able to retrofit them with things like the dance floor, etc.)
Definitely want to see apartments come back; young Sims moving out need additional living options. I don't want them like Sims 3 apartments though where you could only choose one apartment and the rest of the units were filled with "fake" neighbors -- I'd like Sims 2 apartments where you can choose an apartment (or more than one if you want to move in your own Sims as neighbors), and any vacant apartments after a period of time will then be filled by game-generated Sims.
Venues I'd like to see:
Bowling alley/arcade (for family outings as well as dates)
Dance club
Movie theater with new interactions (share popcorn, hide face if it's a scary movie, way better make out animation, etc.)
Restaurants (as noted earlier)
Objects:
• Modular seating that would work similar to the kitchen counters, so we can make curved couches/restaurant booths
• Pool tables
• Dartboards
• Arcade type video games that Sims can play together and both gain Video Game skill -- a cool one would be a giant TV screen with a small dance floor to do dancing like in Just Dance
• Dance floor that would add actually dancing together (facing each other), slow dancing and group dances (like the Smustle or the Chicken Dance)
• Changes to bathrooms: be able to separate men's and women's bathrooms with different doors, have bathroom stalls available for both genders and urinals for men's bathrooms, Sims using public restrooms wouldn't get the Embarrassed moodlet if someone walks in (unless they have certain traits, like Loner or if we get a Shy/Bashful trait)

I don't think there's needed for petition. Nightlife eps will definitely come back. I think nightlife might be the next expansion pack we're going to get.
And I really don't hope for witches/werewolves to be in nightlife tbh. They belong to supernatural eps. If they're included in nightlife, it's likely there will be no supernatural/makin Magic eps, which I really hope it's not the case since I've always been a huge fan of magic stuffs.
As cool as this sounds, its asking for way to much just for one EP. It's combining Sims 3 Supernatural and Sims 3 Late Night, then adding a ton of new stuff. Also.... "pre-teens go to college"? XD 1. I think you meant Young Adult and 2. Now it's adding in Sims 3 University Life.
This is a great idea for an EP, but it's also waaay too much to ask for in a single EP. Maybe split it into two different ones?
