Flowers arragement bug

I think the flower arrangements are broken. Tried this with no mods or cc (100% vanilla game) and there are certain flowers that don't perfume the arrangement. (Others do, like daisies, roses and tulips. But rare flowers, none of them work)

Here the sim perfumes the arrangement and nothing happens, the arrangement has neither effects nor perfume. Like i said, i test this without mods or cc - 100% vanilla game
