Is there an easy way to generate SimData files?

I'm trying to re-introduce friend requirements for career promotions back into my game, and I'm totally stumped.
I know I need a SimData file so the UI will reflect the new promotion requirements, but I can't figure out how to make it work.

Can somebody take a look at it and help me?
