Bug or Mod Conflict?

Ever since the update for Tiny Living I have snow and rain. In my game options I have rain and snow turned off but I have snow on the ground and it rained in fall. Is this a mod causing this or is it a bug. Right now I just the MCC mod and some CC in my mods folder. On a cold winter day I also have NPC Sims running around in shorts and no Sim is affected by the weather. It's weird!
