@KatyFernlily thanks. I find it annoying when all the library has is a bunch of duplicates scattered everywhere. It's impossible to go there to read skill books rather than buy em.
Not entirely sure about this, but in addition to SimsMX's mod above I believe that skill books are more likely to show up in libraries with some of the bookcase models over the others. As for the duplicates, have you ever been to real library? They tend to be...(checks himself just in time) uhm, funded by taxpayers and a very important part of every community.
@igazor As a matter of fact, I spend a lot of time going to the library for books instead of buying them in the store. Mostly cuz I read old books you won't find in stores anymore...

There are specific bookcases for skill books and toddler books on community lots. Not all libraries in EA towns have them. Hidden Springs, Twinbrook are among the EA worlds that don't, though there are skill books in the museum in Hidden Springs, but they're behind barrier ropes and sims can't get to them. The library from the Town Life Stuff Pack doesn't have skill book bookcases either. I used it in a world I made in CAS, so I had to put some in there myself.
Toddler books can only be found in the "classically tasteful literature shelving." For skill books, a library must have either "the book corral" or the "Penningway Bookshelf." There is also an ITF bookcase for skill books on community lots, the "Cobalt Codex Bookshelf." All other bookcases will only hold general reading materials on community lots. Since I learned which bookcases are necessary for skill books, my only issue with missing books in libraries now is that there aren't always pregnancy books in them when I want my sims to go there and read them instead of buying them.
@rubyskywalker - My quip about real life public libraries was not meant to be taken seriously. They are a valuable resource and more. The system in my area happens to be underfunded, which is not their fault.
