How Do I Move Some Household Members Into An Empty Home or Vacant Lot?

How do I move "SOME" members of a household to an empty homes or vacant lots? All I can find in manage household is transfer Sims which allows me to move some members of a household to another household but not move them to an empty homes or vacant lots.
