Dead grass ?!?!

I am not understanding the issues with my grass in the game. I addressed it before at HQ when the grass was an awful olive shade of green..no one ever replied, even though there were several complaints. (this all happened after seasons was introduced, and I don't have seasons)
Then this morning my grass is a lovely shade of "dead grass", so it appears in some weird way, that even if I don't have seasons the grass is reacting as if I do? I guess it would just be nice to know if this is the way it's going to be, and it won't change.
