Please let us edit strays and create pets-only households!

This is something which is bugging me since the release of Cats & Dogs. I'd love to have, for example, a wolf pack from the gallery running around in the neighborhood, or be able to edit and rename the existing stays without having to adopt them first. Pets-only households seem to be possible, so why aren't we players allowed to create them as well? Could this feature please get patched in sometime in the future?
