Why does this particular bug still exists?

This bug was discussed awhile back it pertains to having no doctor on the floor. My sim cannot possibly progress that day or by the goals set by the game and at the end of the day my sim is penalized not due to her fault. I really hate to have a goal system where the sim must go by. Yes, there was a goal system in Sims 3 but not to the level in Sims 4. I also find it plum that I have to quit that career because of a bug that may be fixed if they truly wish to fix it. The only feature to me that they truly care about is emotions which they believe drive this game.
