Turtles, where the heck are they?

Getting very frustrated, I've searched all over this forum and the internet, cannot find answer to a few simple (too simple?) questions.
1. Turtles in Sunset Valley. So far I've seen one, just one in playing for several human days. Are there many turtle spawners in Sunset Valley already? How often do they spawn?

2. I tried placing my own on several lots, none of them have produced yet, how long does it take?

3. Is there a way to increase the frequency of spawning, or do the different spawners have different rates already?

My sim has the Ark Builder lifetime wish. She has collected all the other animals, just need ONE fracking turtle, but the other animals are starting to die while I look! Arrgh!

Also my sim has a collection helper. So don't tell me to get her one and set it to turtles. I do know that much.
