sim kid is taken away for neglect but everything is good and yet she's not being taken away?

I'm not sure if this is a mod problem or not. But one of my sim children keeps getting taken away from their family for "neglect" but yet everything is good- needs are in the green, and their grades are in Bs. I always deleted the package file and I already repaired the game and I still have the probelm. And when I exvict the sims-all that happens is when I try to reload the family after putting the sims back in is it's "bump me back to the Manage world"

I did have a different problem (couldn't switch between sims) but I fixed that. And I really don't want to start a new save because that would mean having to rewrite my SimLit for a 5th time and I hoped this time (my fourth) time would be my final time
