LOL all of the townies I have dress weird like they don't have any fashion sense not to go out looking like that. Though I still think the townies in TS3 take the prize if you had the Katy Perry Sweet Treats SP.

I can't believe I forgot how ugly my TS3 townies were! I swear I was constantly remodeling them. At least TS4 townies are hilarious to look at.

You probably don't have the Digital Deluxe version of the base game, i believe it is part of this+hamburger cakes+Wiener costume+some different party types.
I think her name was Tamika Donald, and, though not the worst I've seen, she would walk past my sim's house constantly. I feel like one of her outfits had long red gloves that didn't match anything else, but I didn't take a screenshot..
I'm trying so hard to find awful looking townies but I can't anymore. >.<
