For Ohan'ali Town, I turned it into a touristy kinda place with a tiki bar, beach, seaside restaurant and art museum. For Lani St. Taz, I have a beach wedding venue and am building a luxury spa. For Mua Pel'am, I'm going to put in a library lot that is supposed to be a marine research centre for the Conservationist career.
For Gibbs Hill, I have turned the library into a Dark Academia, collegiate gothic sorta build. I think the bits like the gatehouse door and the roof detailing will really help to make medieval/castellated builds look realistic. Would be good for building a medieval church in the Old Platz neighbourhood of Windenburg or a stately castle to replace the Villareals' house.
As far as I know, there is no lot type that would work in the way you want. The Generic lot type is a total no-go since it is coded such that your clubs can't even gather on such lots. My workaround for this is to use multi-functional lots and have the Sims in a club set to do things that are not intended for that lot…
