the one thing I worry about, is ... will toddlers be able to use the ladders? Because I doubt it. And if a toddler is unable to get up the ladder, then that means you have to be careful about where you put the toddler's room.

it's not the only gameplay object, it's just the only one we've seen so far. Simguruninja also talked on twitter about a set of books that looked like deco, but which is apparently a functional bookshelf :-)
I mostly see 'going to uni' as a way to meet people, make a circle of friends, meet a potential partner. Aka as a way to set the YA lifestage apart from being an adult. It helps with a more believable flow from teen to adulthood.
I recently started a new save, where two families are sharing the same household. And I'm starting Scott and Stiles as toddlers. So that by the time they are young adults, they'll have gained traits from Parenthood, plus enough skills and such to go to college.
Well since you can now have npc roommates, you could basically create a penthouse that's essentially two apartments on the same floor, and have them interact like that
